الوضع الإنساني في سوريا.برودة الطقس تفاقم معاناة ملايين النازحين

المساعدات الإنسانية
استمع مجلس الأمن، اليوم الأربعاء، إلى إحاطتين بشأن الوضع في سوريا، قدمهما كل من رامش راجاسينغهام، نائب منسق الإغاثة في حالات الطوارئ؛ وخولة مطر، نائبة المبعوث الخاص للأمين العام إلى سوريا.

رامش راجاسينغهام ركز في إحاطته على خمسة مجالات شملت: وضع النازحين في جميع أنحاء سوريا بالتزامن مع اقتراب فصل الشتاء؛ الأثر الإنساني للأزمة الاقتصادية؛ حماية المدنيين؛ وصول المساعدات الإنسانية؛ والمساعدة التي تقدمها المنظمات الإنسانية في جميع أنحاء سوريا.
☆النازحون☆
فيما يتعلق بأوضاع النازحين، قال نائب منسق الإغاثة في حالات الطوارئ إن هناك 6.7 مليون نازح في سوريا وإن ثلثهم يفتقر إلى المأوى المناسب الذي يوفر حماية كافية من العوامل الجوية، مع عدم وجود الأساسيات التي تقي النازحين من البرد مثل وقود التدفئة والبطانيات والملابس الدافئة والأحذية.
وأوضح أن أكثر من 3 ملايين شخص في جميع أنحاء سوريا بحاجة إلى هذا النوع من المساعدة في فصل الشتاء، مشيرا إلى أن الأمطار الغزيرة تتسبب في حدوث فيضانات في بعض المناطق، حيث تضررت أو دمرت مئات الخيام في مواقع النزوح في إدلب وغرب حلب جراء الفيضانات خلال الشهر .
☆الوضع الاقتصادي☆
أشار نائب منسق الإغاثة في حالات الطوارئ إلى انخفاض قيمة الليرة السورية بشكل مطرد خلال الشهر الماضي، إضافة إلى ارتفاع أسعار المواد الغذائية الضرورية والوقود بشكل كبير.
وقال إن الناس أصبحوا بشكل متزايد غير قادرين على إطعام أسرهم، مبينا أن ما يقدر بنحو 9.3 مليون شخص في سوريا يعانون حاليا من انعدام الأمن الغذائي، أي بزيادة 1.4 مليون شخص عن العام الماضي مع توقعات بازدياد هذا العدد.
☆حماية المدنيين☆
منذ اتفاق وقف إطلاق النار في مارس / آذار، يقول السيد رامش، عاد حوالي 240 ألف نازح إلى بلدات وقرى جنوب إدلب وغرب حلب. وتتعرض بعض هذه الأماكن إلى الهجوم مرة أخرى.
"أفادت تقارير بمقتل ثمانية مدنيين على الأقل، بينهم أطفال، وإصابة 15 آخرين على الأقل نتيجة القصف والغارات الجوية في الشمال الغربي هذا الشهر. وكان من بين القتلى عاملا إغاثة كانا في طريقهما إلى مساحة صديقة للأطفال تدعمها اليونيسف".
وقال المسؤول الأممي إنه وعلى مدار الشهرين الماضيين، قُتل ما لا يقل عن ستة من العاملين في المجال الإنساني وأصيب ستة آخرون في شمال غرب سوريا.
وأشار إلى أن المدنيين، في جميع أنحاء البلاد، لا يزالون يتعرضون لانتهاكات وإساءات خطيرة، بما في ذلك الاحتجاز التعسفي والاختطاف والإعدام خارج نطاق القضاء.
☆وصول المساعدات الإنسانية☆
وقال نائب منسق الإغاثة في حالات الطوارئ إن جميع المساعدات الأممية المتجهة إلى شمال حلب والتي كانت تصل في السابق عبر معبر باب السلام الحدودي يتم الآن إعادة توجيهها لتصل عبر باب الهوى.
ورغم إفادته بتواصل الجهود الرامية لسد الثغرات في المساعدة الطبية في شمال شرق سوريا، إلا أنه أكد أن الخدمات الصحية ضعيفة للغاية في جميع أنحاء البلاد وتتعرض الآن لضغط كبير بسبب تداعيات كـوفيد-19.
☆تقديم المساعدات الإنسانية☆
وأفاد رامش راجاسينغهام بتقديم مساعدات غذائية منتظمة إلى 5.4 مليون شخص؛ المساعدة الغذائية الطارئة لـ 1.5 مليون امرأة حامل ومرضع وطفل دون سن الخامسة؛ وتقديم المواد الضرورية غير الغذائية، مثل البطانيات والأغطية البلاستيكية وحاويات المياه إلى ما يقرب من 3 ملايين شخص؛ التحويلات النقدية بمبلغ 68 مليون دولار إلى مليون شخص، بما في ذلك 430 ألف لاجئ فلسطيني؛ بدء إجراء اختبار كوفيد-19 في تسعة مختبرات في سبع محافظات، وإنشاء 34 موقعا لعلاج الفيروس مع توفير 1433 سريرا للمرضى ممن يعانون من حالات متوسطة و 303 من الأسرة للحالات الحرجة.

☆اللجنة الدستورية☆
وبدورها، أبلغت خولة مطر مجلس الأمن بأنه يجري الانتهاء من وضع الخطط النهائية لعقد الجلسة الرابعة للهيئة المصغرة للجنة الدستورية المقرر في الفترة من 30 نوفمبر/تشرين الثاني إلى 4 ديسمبر/كانون الأول في جنيف.
وأشارت إلى أنه سيتم التأكد من ضمان اتباع بروتوكولات الصحة والسلامة، بصورة أكثر صرامة، مبينة أن الرئيسين المشاركين وأعضاء اللجنة الدستورية قد التزموا تماما باتباع الإجراءات اللازمة. وأضافت: "نواصل مراقبة تطور الوضع بشأن كوفيد-19 في جنيف قبل عقد الاجتماع.¡

Humanitarian aid
Today, Wednesday, the Security Council heard two briefings on the situation in Syria, presented by Ramesh Rajasingham, Deputy Emergency Relief Coordinator; Khawla Matar, Deputy Special Envoy of the Secretary-General to Syria.

Ramesh Rajassingham focused his briefing on five areas, which included: The situation of displaced people throughout Syria coinciding with the approaching winter season; The humanitarian impact of the economic crisis; Protection of civilians; Humanitarian access; And assistance provided by humanitarian organizations across Syria.
Displaced people
Regarding the conditions of the displaced, the Deputy Emergency Relief Coordinator said that there are 6.7 million displaced people in Syria, and that a third of them lack adequate shelter that provides adequate protection from the weather, with the lack of essentials that protect the displaced from the cold such as heating fuel, blankets, warm clothes and shoes.
He explained that more than 3 million people across Syria need this kind of assistance in the winter season, noting that the torrential rains cause floods in some areas, as hundreds of tents in displacement sites in Idlib and western Aleppo were damaged or destroyed due to floods during the month .
Economic Mode ☆
The Deputy Emergency Relief Coordinator indicated that the value of the Syrian pound has steadily declined over the past month, in addition to the significant increase in the prices of essential foodstuffs and fuel.
He said that people are increasingly unable to feed their families, indicating that an estimated 9.3 million people in Syria are currently suffering from food insecurity, an increase of 1.4 million people over last year, with an expected increase in this number.
Protect civilians
Since the ceasefire agreement in March, Mr. Ramesh says, about 240,000 displaced people have returned to towns and villages in southern Idlib and western Aleppo. Some of these places are under attack again.
"At least eight civilians, including children, were reported to have been killed and at least 15 others injured as a result of shelling and airstrikes in the northwest this month. Among the dead were aid workers on their way to a UNICEF-supported child-friendly space."
The UN official said that over the past two months, at least six humanitarian workers have been killed and six others injured in northwest Syria.
He indicated that civilians, across the country, continue to be subjected to serious violations and abuses, including arbitrary detention, abductions and extrajudicial executions.
Humanitarian access
The Deputy Emergency Relief Coordinator said that all UN aid destined for northern Aleppo that previously arrived through the Bab al-Salam border crossing is now rerouted to arrive via Bab al-Hawa.
Although he stated that efforts are continuing to fill the gaps in medical assistance in northeastern Syria, he stressed that health services are extremely weak throughout the country and are now under great pressure due to the repercussions of COVID-19.
Providing humanitarian aid
Ramesh Rajasingham reports regular food aid to 5.4 million people; Emergency food assistance for 1.5 million pregnant and breastfeeding women and children under the age of five; Providing essential non-food items such as blankets, plastic sheeting and water containers to nearly 3 million people; Cash transfers in the amount of $ 68 million to 1 million people, including 430,000 Palestinian refugees; Covid-19 testing has begun in nine laboratories in seven governorates, and 34 sites have been established to treat the virus, with 1,433 beds provided for patients with moderate cases and 303 beds for critical cases.
The World Health Organization transported 55 tons of medicines and medical supplies over the course of two days through the Bab al-Hawa and Bab al-Salam crossings to northwest Syria
The Constitutional Committee
In turn, Khawla Matar informed the Security Council that final plans are being finalized to hold the fourth session of the small body of the Constitutional Committee scheduled for the period from November 30 to December 4 in Geneva.
