يوم أمس، 73 شخصًا، من بينهم 41 طفلًا، بعدما هدمت السلطات الإسرائيلية منازلهم ومبانيهم الأخرى ودمّرت مقتنياتهم في تجمُّع حمصة البقيعة الفلسطيني. وقد فقدَ ثلاثة أرباع سكان هذا التجمع مساكنهم، مما يجعل ذلك أكبر حادثة من حوادث التهجير القسري فيما يربو على أربعة أعوام.
وقد زارت الوكالات الإنسانية التجمع وسجّلت هدم 76 مبنًى، وهو عدد يفوق ما هُدم في أي عملية هدم أخرى على مدى العقد المنصرم. وكانت المباني المدمرة – بما فيها المنازل وحظائر المواشي والمراحيض وألواح الطاقة الشمسية – أساسية لسُبل عيش ورفاه وكرامة أبناء هذا التجمع، الذين انتُهكت حقوقهم. وتفاقمت حالة الضعف التي يعيشونها مع بداية فصل الشتاء واستمرار تفشّي وباء فيروس كورونا. وكان بعض المباني المهدومة قد جرى التبرع بها كمساعدات إنسانية.
وحتى الآن من العام 2020، هُدم 689 مبنًى في مختلف أنحاء الضفة الغربية، بما فيها القدس الشرقية، وهو عدد يفوق ما هُدم خلال عام بأكمله منذ العام 2016، مما أدى إلى تهجير 869 فلسطيني وتركهم بلا مأوى. وعادةً ما يتم التذرّع بالافتقار إلى رخص البناء التي تصدرها السلطات الإسرائيلية كسبب للهدم، مع أن الفلسطينيين لا يستطيعون الحصول على هذه الرخص على الإطلاق تقريبًا بسبب نظام التخطيط التقييدي والتمييزي. وتشكّل عمليات الهدم وسيلة رئيسية لخلق بيئة غايتها إجبار الفلسطينيين على الرحيل عن منازلهم.
وتُعَدّ حمصة البقيعة، الواقعة في غور الأردن، واحدة من 38 تجمعًا بدويًا ورعويًا تقع بكاملها أو في جزء منها داخل مناطق تعلن عنها إسرائيل باعتبارها «مناطق إطلاق نار». وهذه هي بعض أكثر التجمعات السكانية ضعفًا في الضفة الغربية، حيث تملك قدرة محدودة على الوصول إلى الخدمات التعليمية والصحية، والبنية التحتية اللازمة للمياه والصرف الصحي والكهرباء.
عليه، أُذكّر جميع الأطراف بأن تدمير الممتلكات على نطاق واسع والترحيل القسري للأشخاص المحميين في الإقليم الواقع تحت الاحتلال يشكّلان مخالفات جسيمة لاتفاقية جنيف الرابعة. وبينما أُؤكّد أن مجتمع العمل الإنساني يقف على أهبة الاستعداد لمساعدة جميع المهجَّرين أو المتضررين، فإنني أُطالب مجددًا وبقوة إسرائيل بوقف عمليات الهدم غير المشروعة على الفور.

Yesterday, 73 people, including 41 children, after the Israeli authorities demolished their homes and other buildings and destroyed their possessions in the Palestinian community of Humsa Al-Buqai`a. Three quarters of the residents of this community lost their homes, which makes this the largest incident of forced displacement in more than four years.
Humanitarian agencies have visited the gathering and recorded the demolition of 76 structures, more than any other demolition over the past decade. The destroyed buildings - including homes, livestock sheds, toilets, and solar panels - were essential to the livelihood, well-being and dignity of the community's residents, whose rights were violated. Their vulnerability has been exacerbated by the onset of winter and the continuing outbreak of the Coronavirus. Some of the demolished buildings were donated as humanitarian aid.
So far of the year 2020, 689 structures have been demolished throughout the West Bank, including East Jerusalem, a number that exceeds what was demolished during the entire year since 2016, which led to the displacement of 869 Palestinians and left them homeless. The lack of building permits issued by the Israeli authorities is often cited as a reason for demolition, although Palestinians are almost never able to obtain these permits due to the restrictive and discriminatory planning regime. The demolitions are a major means of creating an environment intended to force Palestinians to leave their homes.
Homs al-Buqi’a, located in the Jordan Valley, is one of 38 Bedouin and herding communities located in whole or in part within areas declared by Israel as "firing zones." These are some of the most vulnerable communities in the West Bank, as they have limited access to educational and health services, and the infrastructure needed for water, sanitation and electricity.
