حذرت المديرة التنفيذية لليونيسف 《هنريتا فور 》والممثلة الخاصة للأمين العام المعنية بالأطفال والصراع المسلح فرجينيا غامبا من أن أعدادا متزايدة من الأطفال يواجهون خطر الموت والإصابة بسبب تصاعد أسوأ قتال تشهده العاصمة الليبية طرابلس منذ سنوات.
المسؤولتان الأمميتان دعتا في بيان مشترك جميع الأطراف المتحاربة في ليبيا إلى الوفاء بالتزاماتها إزاء حماية الأطفال في جميع الأوقات والامتثال الكامل للقانون الدولي. وأشارتا إلى أن "قتل وجرح وتجنيد الأطفال، ومهاجمة المرافق التعليمية والطبية ومرافق المياه كلها انتهاكات جسيمة لحقوق الأطفال ويجب أن تتوقف فورا." ووجهت المسؤولتان الأمميتان نداء إلى كل الأطراف لوقف القتال في ليبيا "من أجل الأطفال ومن أجل مستقبل البلاد،"
وحث بيان المسؤولتين الأمميتين على فتح سبل وصول المساعدات الإنسانية بشكل آمن ودون عوائق إلى جميع الأطفال المحتاجين، كما دعا إلى وقف لإطلاق النار للسماح للمدنيين بالمغادرة بأمان إلى خارج مناطق تحت النزاع. وأورد البيان الصحفي أن هناك ما يقرب من 1800 طفل بين المدنيين الذين يحتاجون بشكل عاجل إلى الإجلاء من الخطوط الأمامية لمناطق القتال، مؤكدا تشرد{ 7300 طفل} بالفعل من منازلهم بسبب أعمال العنف المستعرة.
وتقدر الأمم المتحدة أن حوالي[ 500 ألف طفل] قد تأثروا بالعنف في جميع أنحاء غرب ليبيا. وقال البيان المشترك للمديرة التنفيذية لليونيسف والممثلة الخاصة للأمين العام المعنية بالأطفال والصراع المسلح أيضا إن "الأطفال المحاصرين في مناطق النزاع معرضون لخطر نفاد الطعام وفقدان الحصول على الرعاية الطبية".

كما أعلنت المسؤولتان أن العنف قد ترك حوالي{ 1000 طفل لاجئ} ومهاجر محتجزين في مراكز الاحتجاز في خطر شديد، وطالبتا بإطلاق سراحهم فورا وتوفير المأوى الآمن لهم إلى حين معالجة طلبات اللجوء الخاصة بهم أو مساعدتهم في العودة الآمنة إلى أوطانهم، ولم شملهم مع أسرهم. وشدد البيان أيضا على ضرورة احترام مبدأ عدم الإعادة القسرية، محذرا من أن القصر غير المصحوبين بذويهم "معرضون لخطر الانتهاكات الجسيمة بما في ذلك التجنيد والاستغلال والعنف الجنسي أو الاختطاف."
وقد عانت ليبيا من أكثر من سبع سنوات من الصراع المستمر الذي خلف ما لا يقل عن《 820 ألف شخص من بينهم حوالي 250 ألفا من الأطفال، في حاجة ماسة إلى المساعدة الإنسانية 》

UNICEF Executive Director "Henrietta Fore" and Special Representative of the Secretary-General for Children and Armed Conflict Virginia Gamba warned that increasing numbers of children are at risk of death and injury due to the escalation of the worst fighting in the Libyan capital, Tripoli, in years.
In a joint statement, the two UN officials called on all warring parties in Libya to fulfill their obligations to protect children at all times and to fully comply with international law. They indicated that "the killing, wounding, and recruitment of children, and attacks on educational and medical facilities and water facilities are all grave violations of children's rights and must stop immediately." The two UN officials called on all parties to stop fighting in Libya "for the sake of children and for the future of the country,"
The statement urged the two UN officials to open safe and unimpeded humanitarian aid access to all children in need, and called for a ceasefire to allow civilians to leave safely out of areas under conflict. The press release stated that there are nearly 1,800 children among civilians who urgently need to be evacuated from the front lines of the fighting areas, confirming that {7,300 children} have already been displaced from their homes due to the raging violence.
The United Nations estimates that about [500,000 children] have been affected by the violence throughout western Libya. "Children trapped in conflict zones are at risk of running out of food and losing access to medical care," said the joint statement by the UNICEF Executive Director and the Special Representative of the Secretary-General for Children and Armed Conflict.

The two officials also announced that the violence has left about (1,000 refugee children) and migrants detained in detention centers in grave danger, and demanded their immediate release and provide them with safe shelter until their asylum applications are processed or assisted in a safe return to their home countries and reunited with their families. The statement also stressed the need to respect the principle of non-refoulement, warning that unaccompanied minors "are at risk of serious violations, including recruitment, exploitation, sexual violence or kidnapping."
Libya has suffered from more than seven years of continuous conflict that has left at least 820,000 people, including about 250,000 children, in dire need of humanitarian assistance.
